turn the plunger ( piston ) on the tensioner 90 degrees and press down on it at the same time.
The timing chain tensioner bolt sticks out the back left side of the cylinder head. Take the timing chain cover off on the left side of the motor too see the inside to the chain tensioner.

On the passenger's side of the engine down low there is a tensioner. It is a pulley mounted to a spring loaded arm. On the arm of that tensioner, there is a square hole to insert a small breaker bar or a ratchet. Insert the tool and use it to lever the tensioner and release the tension.
It should be a 16mm on the front, to release and put tension on. To remove the tensioner pulley completely, I believe the nut that holds it on from behind is a 15mm.
Use a tensioner tool or wrech if you can to pull the tensioner so the belt loosens. thread in the new belt and release the tensioner to tighten the belt. Belt diagram is usually in the engine compartment

place a wrench on the bolt in the center of the tensioner and push if you feel nothing push the other way and you will see that the whole assy is spring loaded and will move to release tension on the belt
there is no repair for a belt tensioner. just buy a new tensioner. remove old belt, remove old tensioner, it is held on with one bolt. install new tensioner. install new belt
Yes, any 1999 Buick will have a chain.
The timing chain is probably "slapping". It is a common problem with this otherwise excellent engine. If you have the chain replaced, be sure to use the after market available tensioner. I put one in mine. Works great. - john
