I have a 1992 Lexus SC400. I'm sure you already know where the engine bay fuse box is. (its labled i believe) As for the cabin fuse box, when you open the driver side door, look under the driving wheel near the floor and the door jam. There is the little black cover for the fuse box, all you need to do is squeeze the cover and pull off. Hope this helps.
The starter is located under the intake manifold of the engine so a real pain to do, the top of the engine has to be removed in order to get at the starter, big job and costly.

Remove the negative battery cable for 30 seconds. Or you can remove the fuse in the under-the-hood fuse panel marked "EFI" for 10 seconds. This works on most all Lexus models from 90-95.
