yes you can remove the fan clutch without removing the rad. it is tight but it can be done. it is easier with the Rad removed

The clutch fan on a 2004 Chevy Silverado is removed by loosening the alternator bracket and pulling the drive belt. The fan's retaining bolts can then be removed and pulled from the engine.

There should be bolts that hold it on place...however your going to need to remove the fan shrud....not easy. Also...I think there is a TSB on the original fan that requires reprogramming of the ECU...check with a dealership mechanic before you get too far into this.

Sounds more like a thermostat or water pump. The fan clutch locks up when it is toast. Fan will wiggle a bit when the water pump is shot.
