To remove the steering column in a 1986 Chevy Celebrity: 1. Remove the trim panel under the steering column. 2. Remove the noise panel. 3. If the car has column shift remove the gear indicator from the shift bowl. 4. Unplug electrical connectors. 5. Remove the four bolts that hold the steering column up. 6. At this point the steering column should pull out.
I don't have a diagram, and I'm certainly not an expert, but I did have to locate the flasher on a 96 Lumina sedan and replace it. It wasn't easy to find even knowing where it should be. You have to remove the panel under the steering column and it will be farthest from you on the very front near the floor.
I had the same problem in my '97 Lumina. There is an actuator switch in the steering column that was bad. I was going to replace it myself but the covers for the steering column required that the steering wheel be removed and I didn't have the tools so I had to take it to the garage and have them replace the actuator. Its a tough job that requires special tools. Remove the air bag. Remove the steering with a steering wheel puller. Remove the air bag position sensor. The steering wheel lock plate needs to be removed with a steering wheel lock plate puller. Then the turn signal switch can be removed by snaking the wire harness through the steering column. Not as easy as it sounds.

there should be a couple of bolts on the back side of your steering wheel that removes the front face and after you take that off there will be a large nut that will take off the rest of the steering wheel, but remember to disconnect the airbag before you remove the steering wheel cause you could set it off.
I've never done this on a Chevy lumina, but I'm pretty sure it's figurable if you've done it in another vehicle. You'll have to remove the steering column assembly (it's a bitch) and you'll find what looks to be fishing wire hooked to a little metal piece if it's not already broken off, shift and look what's moving it and it shouldn't be too hard to figure out.
