No you can not bypass the ac pulley but you can by a bypass pulley at the part store for about 40$. I just got one for my 2006 ford taurus the ac pump locked up and burned my belt it can take a while to put on but its worth it if you dont mind not having your ac working.

I am unsure what you mean by bypass. The Air Conditioning system will not work with out the compressor. The compressor can be disabled by unplugging the electric clutch. Most of these little Fords could have a different length belt fitted so the compressor pulley didn't turn at all.
hey had this same prob u cant bypass it but you can buy a bypass pulley but gotta remove the compressor i tried to bypass with a belt but its not enough tension so get the pulley and your good to go

Google Pontiac boneville ac compressor bypass pulley. There are a few places that sell a replacement pulley that goes in the spot of the compressor that allows use of the original serpentine belt.
The bypass pulley uses the existing compressor as a base (it bolts directly to it so you can use the original serpentine belt.) Autozone has it for $35.00, but I'm sure you could find it for cheaper. I just installed one a month ago on my 98 T&C. Good luck!
If there is a bypass pulley you'd have to go to a dealer to get it. You can remove ac compressor and get a short belt bypass it that way. Same belt routing minus the ac.
