use an oil filter remover, i find the strap type that uses a ratchet works best, the chain type distroys the filter and you get oil everywhere

This is a blown brake fuse check your break fuse and should fix it.
You can open a stuck hood by removing the hood latch. The hood latch can be access through the front grill. Remove the code latch retaining bolts. The hood should be free to open.
Chances are that there is a rubber O ring stuck in the channel the filter seats into. Remove the filter, take a scribe or something like a scribe and make sure there isn't an old O ring stuck up there.

The oil filter housing is plastic and is usually easy to remove with the correct cap wrench. If you use other means to loosen it, then damage may occur. I would have a spare housing handy.
inside the coupler is a green piece of plastic open it with small screwdriver. Pull the green piece up, but not out, from opposite side. Filter should come right out.
