Hi, If you are referring to the FRONT parking lamp, it is really pretty easy. All you have to do is remove a few wing nuts that hold the signal assembly in place and then pull the assembly out. Once it is out, the bulb just unscrews and you can replace it. I have attached a link that shows how to do this. Good Luck, Greg
The turn signal switch is quite easy to remove and replace. The turn signal switch simply plugs in and plugs out.
In most cases you will need to replace the turn signal switch on the steering wheel for your 1983 Chevy Caprice Classic rather than fixing it. To replace it, remove the horn pad and then use a steering wheel puller and compressor to remove the steering column. You will then remove the signal along with the wiring harness and bus fuses. Replace the signal and wiring and then replace the steering column itself.

If you are talking about the turn signal light. You have to remove one screw that holds the turn signal onto the frame of the car. Just look down staring at the turn signal and you will see it. Remove the screw, move the blinker forward and then remove and replace the light bulb. Reverse directions to reinstall.
The front parking light and turn signal are separate filaments in the same bulb. First remove the plastic access panel, under the hood and behind the headlight, that gives you access to the headlight bulb sockets. This allows you to see the two 7/16 nuts on the studs on the parking light housing. Remove the nuts. Remove the Phillips head screw on the outside lower rear corner of the parking light housing. The housing is now free. Pull it straight our from the fender. Turn the light socket slightly and remove it from the housing. The bulb will pull straight out from the socket.
