1997-1999, as I understand, have the same lens. You have to open the hood of the car, prop the hood, then pull the lock pin that straps and secures the lens to the frame. Once that pin is out, kneel down in front of the lens, place your left PALM on the far end of the lens and apply pressure and pull toward you. This should pop out the rear catch. The front catch, between the turn signal lens and the headlight lens can be loosened with just a little more pressure in the exact same direction and the first catch. I just did this myself, moments ago, and it was very easy.

usually means you have a bad bulb in turn signal side that is not lit remove lense and replace turn bulb remember the side that is not lit.
Either hand signal or check and replace your fuses and turn signal bulbs.

It's the turn signal indicator-located behind the hazard lights.You have to take it out and replace it.

Most likely the relay responsible for signal has failed. But you need to start from the fuse box next to the steering wheel. Check if the fuse responsible for the lights is ok. If it's you need to remove and test the relay. if the lights come on but just do not flash you have a defective flasher relay. Replace it.
Most of the cars now have composite lights and the lights have to be revomed to replace the bulbs.
