To access the PCM, you need to remove the cowl. Once the cowl is off, you will see the PCM up in the far corner on the passenger side near the firewall

You will have to remove the wiper arms, then remove the cowl, and then the wiper motor.
The cabin air filter is under the plastic cowl aft of the hood below the windshield

there is one screww on the driver side cowl near the center. Take out that screw and both sides of the cowl should just pop out.
You will need to raise up the driver side wiper once the hood is opened.On the freestar the cowl is being held on by pushpins rather than screws on the top cowl cover.On the bottom cowl cover there are screws on the right and left, but the windshield wiper mechanism is also attached to the underside of the lower cowl panel on the drivers side, so you will need to disconnect the wiper hose and electrical connector to completely remove the cowl; leave the wiper assembly attached to the cowl.
The cabin air filter is located on the passenger side of the cowl. After opening the hood, remove the windshield wipers and the black covering ( 2 small T-30 screws, and a few body grommets). After you remove the cowl there will be a grey accordion looking filter in the cowl, remove that and replace with the new filter.

Sounds like your heater coil is leaking, or the drains in the cowl air pickup are clogged.
