To change the license plate light on a 1998 Chevy Cavalier, reach up under the bumper and remove the bulb over the license plate. Then put a new bulb in the socket. The bulb can also be accessed by removing the lens on the outside, but there are screws to remove first.
Remove the two screws that hold the lens on, remove the lens and change the bulbs.
Remove the bolts !
Remove 2 screws that hold lens on, remove lens, then you should be able to change bulbs without any problems

Phillips screwdriver...two screws throught the lens. Remove the lens and extract the lamp. It pulls out.
To replace the dome light bulb first remove the lens. If you gently squeeze the sides of the lens it will come out. Remove the old bulb, put in the new bulb. The lens snaps back in place.
Remove the screws from the lens covering the bulb, pull out the bulb and replace it.
unbolt lens, remove bulb socket quarter turn
Unscrew the screw holding the lens on. Remove the lens and reflector assembly. Twist the rubber bulb holder to remove it from the lens/reflector. Pull the bulb straight out. Replace the bulb. Installation is opposite of above.

No, there are no clips that have to be removed to take the tail light lens off. There should be 2 torque head screws or phillip head screws, and simply remove them.
