I just had this happen to me.
I tried using a razor blade - it was working but spring would have arrived before I had all the paper out.
I tried burning the paper out with a propane torch - the paper was too wet to burn.
What finally worked was a sawzall with a flexible blade. That allowed me to cut the paper out of the auger.
If you take a pipe wrench and turn the auger back the opposite direction it should get it out. Good luck.
To remove newspaper jammed in a Toro snowblower auger, you'll need to first turn off the snowblower and disconnect the spark plug. Then, investigate the jammed area and slowly and carefully try to remove the newspaper by hand or using a tool. Avoid using excessive force to prevent damage to the auger blades or any other components.
possible broken auger belt, or one that has slipped off the pulley

if one shear pin has been sheared then just line up the auger shear pin holes the same as the opposite auger shear pin then tap out damaged pin.

That means the auger is the only moving part that throws the snow. Two stage snowblowers have an auger to move the snow to the fast moving impeller.
check for stretched or broken auger belt
There are repair videos on the link below that will show you how to do it. Just copy and paste in your browser.
A two stage snow blower has the auger up front that moves the snow into the paddles that throws the snow. A single stage just has paddles, no auger.
May possibly be a loose missing or worn belt.
pull or press the bearing out and take to a local bearing/machine shop to measure
you have to separate the front auger housing fron the back engine and drive housing. there should be several bolts on both sides you have to remove. once the two housings are separated you have to loosen off belt guard pins and pull the belt off. dissemble slowly so you can see how to reassemble
