The fuse box for all Chevy Celebrities is beneath the dash to the right of the steering column.
take the hoses off of it and unbolt the steering column from the box, pull the steering link arm off the bottom of the box and then unbolt the box from the frame and pull it out.
The entire steering shaft is part of the steering box so you have to: remove the pitman arm - remove nut then persuade the arm off the splined shaft. Remove the steering wheel and steering column housing - disconnect the electrical connectors, and there should be two bolts to the dash just below the cluster (and I think another couple attached to the floor). Remove the three bolts holding the steering box to the chassis rail, then carefully manouver the box and shaft out through the interior of the car. The reason for the funny shaped hole in the floor that the column attaches too is so that the steering box can come out this way.
connected to the bottom of the steering box
under steering column to the left
