You have to first open the trunk and move the trunk liner out of the way. Then there are three wing nuts that hold the tailight onto the body of the car,you need to remove those. Then the taillight will come right out for you.
You just have to pull back the trim in the trunk to access the fasteners for the taillight assembly. Once you remove the taillight assembly just replace the bulb.
From inside the trunk you remove the three or four finger nuts to remove the entire taillight assembly. Once you get it removed you'll see the light plugs on the backside.

There are 4 wing nuts that hold them in place inside of the trunk. Two are exposed and two are under the trunck liner on the backside of the taillight.Take off the 4 wing nuts and you should be able to remove the taillight assembly.Also included is a how-to video of this process.

I have a 1999 intrepid. Once you unscrew all the plastic wingnuts from the taillight assembly, the taillight slides out but is a tight fit. I pulled on it from the trunk lid side and found it came out easier. When you change your light bulb, it also helps to replace all of them in the taillight assembly all at 1 time. I did just 1 bulb then a second bulb went out, but since replacing all of them at 1 time, I have not had any go out since. I hope this helped you.
