There might be some kind of paneling or retaining ring on the outside of it that needs to be removed first. I'd remove the battery before playing with it, because a lot of cars keep the cigarette lighter hot at all times. (current flowing) But once you can get to the lighter holder, the inside actually screws out from the inside part. And this can be a pain, cause while your chopping your fingers up on the sheetmetal the wires in the back of it usually twist around and give a bit of resistance. Once they are seperated, the electrical connections on the back can be removed. I've removed/replaced at least 10 of em. Crude diagram:

The 2002 Mitsubishi cigarette lighter is held in place with a retaining ring. Remove the retaining ring. Pull the cigarette lighter out. Remove the wiring harness from the end of the cigarette lighter. Reverse the process to install the new cigarette lighter.

To remove a cigarette lighter from a Toyota 4Runner, pull the lighter straight towards you. Pull gently until it becomes free.

Your fuse for the cigarette lighter is on the side of the dashboard on the passenger side of the car. Remove the cover and there will be a diagram inside showing what one. Usually, it's the top left fuse, 15 amp.
They screw off from the backside.
I have changed the cigarette lighter element myself. It is a 60 minute procedure which requires removing the dashboard bezel.. Not a job for the clumsy or faint of heart. Takes a bit of finesse to properly remove dashboard bezel i.e numerous small screws etc. Wouldnt recommend doing it to a first timer..
Takeout the cigarette lighter panel. There are 2 screws that hold on the radio assemly. Take them out and the whole thing slides right out.
It's in the fusebox under the dashboard on the left side of the car. Remove the lid and look inside it for a diagram showing fuse locations.
