There are so many little things involved with removing the dash, your best bet is to probably pick up a haynes manual and go through the dash piece by piece.
Yah id go with the haynes or chilton manual i had a 94 but i think the style changed slightly in 95 but in order to pull mine off alli had to do was pull the dash off that simple. Its one piece i think from the stereo to the left side light switch and i just put my fingers under it and it Popped out hardest part is getting it over the steering wheel.

On a 99 ford Ranger it is located right next the radio on the drivers side behind the dash. Remove the radio and you will see in bolted on the left side of the radio hole.
