On my Subaru Forester the instrument panel lamps are dimmed by turning a ring on the turn signal stalk.
That means that the car is in low gear.
On the lower part of the dash, to the left of the steering wheel, about where your left shin would hit the dash if you were sitting in the drivers seat. It is a plastic lever integrated into the dash, not one of those "T" shaped handles.

first i would check the fuse, then try a different lighter in socket, if neither of these remedies problem ginna have to take dash apart to remove socket and see what is wrong

remove the top dash panel closest to the windshield, then remove mounting screws for dash module.
The button is just to the left of the steering column at the lowest point of the dash. It points straight down. --Ken
