I am not quite sure of a 98 i have an older s10. Yet, if there are any visible screws and bolts(bolts typically when someone has rigged something up) In mine i had to take out the door handle screws. (not the one you open the door with but the one you hold to shut it). I have no power windows so there is a clip on the back of the crank to pop off and then start pull off the panel and then when you have pulled off the little spikey pegs lift up. ( i find it easier with the window down.
As you open the drivers door there is a panel marked fuses. It is labeled in there.
