Open your trunk. Remove the black pins in the felt liner and then you'll see the tail light assembly. You can access the bulbs without removing the assembly. Just get the felt liner out of the way.
All you have to do is remove the trim piece from around the assembly. This will allow you access to the screws holding the switch in. Remove the screws, unplug the switch and take it out. Put the new one in.

Probably the same way you remove the assembly on my 1993 Prizm. First, curse GM for changing the way the brake lights fit from Toyota's perfectly good Corollas <g> Next, open the trunk and remove whichever side trunk trim panel clip retainers. These retainers will most like have to be replaced -- any auto store should have them. Peel back the panel and remove the tail light housing retaining nut. Then, push the assembly from front to back of the trunk (the assembly is removed from outside the trunk - a complete reversal of the way the older Corollas used to work. Not sure what I'm talking about? Get a copy of Haynes (Corolla/Prizm 1993 thru 2003) and look at the pictures on page 12-14 and 12-15. .

I don't know in the 1999 is the same as 1994 or not. But on 1994 the speaker covers cannot be removed from the felt deck. You need to remove this assembly. It has been awhile since I did this but you basically need to remove the rear light attached to the back window and the back seats in order to get access to the back deck/speaker covers. You may also be required to remove the supports which extend from the back seat up to the ceiling (I don't recall exactly).
