I just removed the passenger side door panel of my '04 silverado 2500 w/power locks & windows. It's a little more complicated than the previous post.
1) Remove the triangular piece above the door panel by prying out the two corners closest to you (the third corner hooks in, you don't want to breal the hook.
2) Pry out the small odd shaped panel that surrounds the handle. Remove the screw that you exposed.
3) Pry out the manual lock escution. Remove the screw that you just exposed.
4) On the bottom of the door panel is a single exposed screw. Remove this screw and pry out the door pockets.
Note: The previous steps can be done in any order.
5) This step is a little more trickey. Pry out the end of the electric lock panel that is away from the door hinge. Do not try to pry out the other end, it is held in w/a screw on the inside.
6)Now lift the door panel up and off its hooks.
7)Disconnect the speaker wire (if any) and unscrew the screw that holds the hinge end of the power lock panel.
8) Pass the panel through the hole to free it.
9) Now you just have to disconnect the door step light (use a screwdriver to depress the locking tab) and you are home free! Good luck

It's on the driver's side on the back of the radiator. Difficult to get to unless you partially remove the inner fender well. Easier to remove the lower radiator hose on the passenger side.
There are 2 body styles in 99, but the fuel filter should be located on the INNER/DRIVER side frame rail it looks like a cylinder with tube in top and bottom, they use an in-line filter style.
