I was looking at the drawings of the instrument panel ( gauge cluster ) in the 1997 Ford Crown Victoria Owner Guide and it doesn't have a factory tachometer
remove the door and window crank handles, tehn all of the screws you can find. Then the retainers around the sides and bottom of the panel and raise up on the panel to remove it. You may need special tools to remove the handles and retainers. They can be gotten at tne parts store pretty cheaply.

If it is the same with all the crowns, open the trunk, look on the drivers side panel, should have a little opening on the removable panel, says fuel on the switch. The passenger side will have the switch for the air suspension if equ'ed.
