These jeeps have a metal plate, and then a rubber bumper cover is bolted onto the plate. There are two bolts on either side of the bumper cover (on the inside of the bumper cover). Taking the cover off requires a ratchet. Taking the plate off requires a bit more work, as there are more bolts to contend with, as well as the skid plate, etc.
I think you have to remove the front bumper to get full control to the bulb.

Easy to find out. Drive down to you local Jeep & Ford dealer with a tape measure in hand and measure them.
Not an easy task since you have to remove the Front Bumper Cover to get access to it. Once that's done, remove the electrical connectors, the screws and the Headlight Assembly.
Bumper to Bumper - 2008 SUSPENDED was released on: USA: 2008
It will be necessary to remove the front license plate and bracket. Remove license plate from bracket. Using a 3/16" drill bit, drill out the two pop rivets that hold the bracket to the bumper. This is from a a bull bar installation guide for a 2008 Ford Escape/2008 Mercury Mariner.

It is attached to the lower grill on the front bumper.
You have to remove the front bumper assembly. The WHOLE front bumper fascia. That's right. Whoever engineered it this way needs to be FIRED. Totally stupid. Yep. Buy American! This is not an easy procedure, as access to change the headlamp bulbs is through the wheel well. The recommended method is to remove the front tire and then the plastic inner fender liner. Once removed, you'll have easy (more or less) access to the rear of the headlamp housing.
how do you remove the grill from a 2008 ford expedition?
Yes it can so will the rear bumper
