yes you do have to remove lock cylinder:first turn it to the off position and then under column is a hole.Take a pick or coathanger ,bend it straight to go inside hole and press against cylinder release button and pull cylinder out

the piston in your clutch master cylinder is stuck in the cylinder body. you need to remove, hone out, rebuild or buy (best) a new one. on line about $50.
Not easy unless you have the key. If you do, turn it to the accessory position and depress the pin at 1 o'clock on top of the cylinder body. Pull, and the cylinder should pull out of the body. If you don't have the key, you'll have to remove the entire the entire cylinder body, then cut the cylinder out of the body by any means necessary.
