Remove the dash and remove the instrument cluster, the lights are in the back of the cluster.
You have to completely remove the instrument cluster and the bulbs are removed by turning the gray colored plastic "pins"located on the back side of the cluster counter-clockwise then the bulb pulls out of the holder and the new bulb just pushes back in.The lens on cluster does not have to be removed.

Then you have to remove the panel that goes from the radio up to the instrument cluster. This panel has 4 screws. 2 of them are on top of the instrument cluster (visible) and the other two should be visible after removal of radio.

Remove the 2 screws at the top of the instrument cluster bezel (or dress front cover), carefully pry out with a small screwdriver and set aside. Remove the 4 screws that hold the instrument cluster to the inner dash and pull out. Turn instrument cluster over to access the bulbs for removal and replacement. Twist the bulb retainer to remove.
