I can answer this question if the car is one with automatic windows. I just figured this one out myself. In the window control area there is a screw that is really rather hidden by a plastic cover and a clip on the inside that you can't see (right under the buttonson the right) but a gentle tug is all you need to get this out. Be very careful though when removing this because it is attached, by wires for the power windows so be gentle. I disconnected the power windows by using a little screwdriver and fitting it in the slot to help the plug out. You need to pull the plastic cover off of the handle and there are two more screws inside. There are two screws in the three sides of the door, right, bottom and left side. At the top in the triangular piece at the left corner of the window (by the side mirror) there is a screw in there that needs to come out. When the handle is off and the power window control is disconnected then all you need to do is give a tug up first and lift it out of the top of the window and then out toward you and it should come out very easily.

The 1998 Ford Explorer Owner Guide shows that the fuel pump shut off switch is behind the kick panel in the front passenger footwell
If I remember correctly , the fuel pump inertia switch is in the right front passenger footwell , above the carpet , in the corner by the kick panel P.S. the owners manual states it is behind the kick panel on a 1998 Ford Explorer
