I just acquired a 98 neon with the rear brakes locked up. Come to find out, they were just worn metal to metal. The easiest way to get the drum off is with a 5 ton pully puller. You can rent one from autozone for $40. Then take the puller back and get your money back. It's a little complicated to get it to stay on the drum until you get pressure on the jaws, but when you start turning the spindle it will pop the drum right off.

AnswerThe nut you mention is only for the bearing. To remove drum you will have to hammer on the sides of it until it loosens. I had to hammer pretty hard all the way around due to it being rusted on. Once you have it loose it will just slide off.
