It can be removed via the 16 pin diagnostic socket, but i think you would need Ford to do it Although if it is a PSV then Ford will likely refuse to do this as the restrictor is a legal requirement.

There is no restrictor plate on this engine. Speed is controlled by the ECU.
Take out the top speed restrictor plate. If you don't know how to do it contact a proffesional. where are the restrictor plates located
take the screw out of the side of the engine it is a medium size screw in the side
