There are three T20 screws from underneath, you then unscrew the tilt lever and pop the halves of the cover apart.
Remove the covers to the steering column, then use a small screw driver and push in tab on bottom of cylinder with key in run position and pull out.
If you are referring to the Turn Signal Flasher Module, it is located inside the Steering Column. Make sure you Disconnect the Battery as Airbag is right there on Steering Wheel! You can take off the Steering Column Covers by removing the 3 Screws from the Lower Steering Column Cover and then separating the Lower and Upper Covers, setting them off to the side. The Flasher Module is on top of the Steering Column behind the Mult Function Switch. To remove the Flasher Module, you have to Disconnect the Electrical Connector and Remove the Flasher Module from its Mounting Bracket.
Remove the screws on the side of the steering column. Remove the screws underneath the steering column and pull the bottom half of the column down. Slide a pin punch into the hole at the ignition tumbler assembly's bottom. Force the tumbler upwards and pull it out of the steering column.
This is part of the DRL module below and left of steering column. You must remove lower steering column panel to see it. Very difficult to access.
drop your steering column... not exactly sure where it is from there but that is the location of it.
Slide the large rubber portion of the tilt lever toward the driver seat,not outward toward the door. Then you will be able to remove the lower column cover. This worked on a 03 Dodge Ram.

If I recall properly you can just drop the column down onto the seat but you might want to remove the steering wheel just to be safe in the event that there is not enough clearance. Don't forget if its an automatic to remove the little string that operates the PRNDL indicator.
