First you disconnect the battery. If I remember right take the horn button push it down and turn counterclockwise to take off. Socket and a ratchet I forgot the size of the socket it takes. Take the center nut off. You'll have to get yourself steering wheel Puller. Not expensive at all pick one up at your local auto parts store. You just screw the Puller to the steering wheel tightened down the center bolt and it comes off. To put it back on. Make sure the steering wheel is straight when you put it back on the spline take the nut that holds the steering wheel on screw the nut down that's it. Put the horn button to opposite the way you took it off. One more thing before you take the steering wheel off. Take the nut that holds the steering wheel on off. Take a magic marker. Mark the steering wheel and shaft. All you have to do is lineup the marks. It will go on exactly how It came off

The chromed horn-ring is accessed from behind the steering wheel. One screw on each side, reached through holes in the steering wheel that face the instrument cluster. Remove these, remove the horn ring. Behind the horn ring are three screws, with special heads with openings shaped like tiny bow-ties, these are called "clutch head" screws. A driver or bits can be purchased at most hardware stores to remove these. Being careful with the fragile plastic ring and other small parts, set them aside, and remove the large nut from the center of the steering wheel. A regular steering wheel puller as mentioned above does not fit the '63 Impala because it has three holes instead of two across from each other. But generally, the wheel can be removed just by slapping the back side of it with your palm.
