Sorry to say, but you'll have to 'rough sand' all the walls, then buy a base coat and then paint it the color you want.
Prime it first.
You paint walls first and skirting and baseboard are best painted after or even outside if it's good weather.
You need to do proper preparation BEFORE you paint the walls. This will include removing all grease and striping off old paint. Then paining the walls with primer and or undercoat before applying the topcoat. The paint tin instructions will detail what you have to do.

If the white paint is well-bonded to the surface, and the red is very fresh, a lot of times you can use a sharp razor blade to peel the red paint off the white. If the red is stuck on there, I would use a sanding block to remove as much red paint as I could without damaging much of the white paint, then put a coat of white paint over the area. Next time, get a newspaper and tape it to the white walls to protect the building.
Blisters in the paint job? Poor preparation was the result of that. Drain the pool, re-prep the pool walls etc and repaint. Hmm, why did you paint the pool? Was it painted before?

Do you mean oil-based paint? If so, the answer is yes. All doors, window frames, kitchens and bath areas should always be painted with oil-based paint. Reason: They get dirtier than walls and oil-based paint is an easier clean-up.
No. It was painted by Michelangelo.
