You drill the proper size hole in to the bolt and remove it with an E-Z Out.
The broken bolt will have to be extracted or drilled out. Extraction can be done with an E-Z Out tool available at most auto parts store. Instructions on how it's used are included in the package. If the broken bolt is drilled out, it may be necessary to retap the hole to a slighly bigger size and use a different bolt. If you are unsure of doing the job, it might be best to take it to a machine shop or lawn mower repair shop.
Dill the proper size hole for the easy out. The easy out is threaded backwards from the bolt, so it turns into the hole as if you were backing the broken bolt out. The easy out will start to "bite" into the sides of the hole. Keep turning the easy out to back out the broken bolt. Do not put side pressure on an easy out, as they are brittle and will break.
There is a tool called a bolt remover that can be used to get the bole out. A hole is drilled in the middle of the bolt then the tool is inserted and turned to back the bolt out.
The best way is to use a drill bit for metal and drill a small hole in the bolt. then use an extractor to back the broken bolt out.
the easiest way is to drill it out. drill a hole thru center of broken bolt, make sure it is smaller then the diameter of the bolt. after drilling use a easy out to remove the threads of the bolt. check that the threads in the head are ok! then put in new bolt.

I'm not sure exactly what your working on but it sounds like a "heli-coil" would do the trick. Stop in your local auto parts store and ask them for a "heli-coil" kit to repair the size bolt you have. The kit will supply what is necessary to repair the threaded hole back to original.
Use a longer screw and go into the joist.
if you are talking about just the handle is broke there is just one bolt in it you just have to to look in the hole where the handle was and take the bolt out get a new handle and put bolt back in
Bring the correct bolt with you to an auto parts store and they can supply you with a thread repair kit for that striped out bolt hole. The kit will give you everything you need including directions. You will need to supply a power drill.
