on our 99, i have to remove the headlite assembly to get to the horn. there is one on each side

Because you have a short in your steering column wiring.

The horn is located on the front passenger side of the car. if you remove the front passenger headlight you will be able to see it from there
its got 2 horns behind the front bumper.
I have a 1993 Mazda Protege LX and I was told that there is no relay for the horn, there is a horn switch inside your steering wheel. that might help
if your horn wont go off its a short to power or faulty conector

You can visit a local auto parts shop or a repair shop. First, read the manual to understand the specific horn pad for your car.
Cheapest, simplest way is to get a horn button at a parts store and run a wire from the battery to the horn. Just like a large door bell button. Not as convienent as the steering wheel but serves the purpose.
