Unless it is in a place where you can glue it and it will not be noticable I would try to replace it. If you have the piece you can use a plastic welder to repair it.
In order to repair a broken bumber, you should apply an adhesive to the plastic and let it sit. Then use a plastic welder to mold the plastic back together. If it is just a dent in the bumper, you can use heat and hammer to press the pop back out.

I would not suggest making a repair to a broken embroidery hoop. Since the purpose of the hoop is to hold fabric in a tight, stretched position, there is too much tension on the parts to expect a repair to work. You would have to be more specific about what material the hoop is made from to be more clear. Is it wood, plastic, metal? They aren't very expensive, buy a new one.

its not repairable, its a plastic arm, once it wears out or breaks, its new seat time, i replaced mine on my 97 already
You can't really repair the plastic on a car you have to replace the part. If you were to try and repair it you could use bondo but it wouldn't look as nice.
