If it is like my 95,,,the gauge cluster must be replaced,,no fixing it. I got mine out of NNY for $200,,they are rebuilts and they will set the milage to your car,,,,they are fairly easy to put in,,,, be careful with the gear indicater cable if you steach it the shifter will show wrong gear.
