Okay, so here's a disclaimer before you get started. You can remove the timing belt in order to do this, but I won't describe that because it's not 100% necessary and it adds hours onto you job. However, if you're timing belt is old, this is a good time to go ahead and replace it.

Remove the belt cover (directly to the left of the valve cover), this is only two 10mm bolts. Next you will have to take the weight off of the engine mount, by jacking the oil pan up slightly (make sure you put a board or something in between the jack and the oil pan, so that you don't smash into it). Remove the engine mount located next to the belts assembly. Make sure that you're timing belt is aligned with top dead center and mark this on the belt with a marker or pen. Slide the belt off to the left, and then remove the gear (if the bolt doesn't loosen easily, put a screw driver in between the spokes on the gear while you use a ratchet on the center bolt). Careful not to drop any bolts or gears down between the belts. The cam seal is located directly behind the gear that you just removed, and it can be pried out with pliers or a screwdriver, or anything like that, just make sure you don't scratch the surfaces around it.

Press the new seal into place (it should be just deeper than flush) and use a bonding material if your surface behind/around the seal is marred. To close it all up, just pretty much do everything in reverse. The timing belt is kind of a pain to put back, but just use a screwdriver and some brute force and you'll get it on. Be completely positive that you aligned the gear and belt correctly again! Make sure you get the jack out from under your car before you drive off!

What could be causing a Rubbing noise in the front end of a 1995 Hyundai Accent?

Does it occor when you put on Brakes? If so replace Disc Pads. If one is worn more than the other(Driver VS Passenger) see if that wheel is dirtyer than the other indicating the seal of the wheel bearning is bad. When bad, a wheel bearing will cause premature disc pad wear.
