I'm about to replace mine too on a contour 1998 2.0 4cyl. From what I read, it's on the left rear cylinder head just below the valve cover. I'm getting a code 1381. The VCT as it's called, is driven by the oil pressure and advances and retards your timing automatically to adjust the timing. When it's stuck in the advance timing position, either it's not working electronically, not functioning due to low or dirty oil pressure. It was even suggested that a oil change may do the trick after running some engine flush thru your old oil before changing it. The VCT I ordered was around $80. From pictures, it is held in by 1 bolt. If it's stuck in the retard position code 1383, it may be a bad timing belt.
The cam shaft position sensor is located under the distributor cap. You can replace this easily by undoing the screws holding on the distributor cap, remove and replace the sensor, then just replace the distributor cap.

The crank shaft positioning sensor is behind the starter. A real bear to get to.
The cam shaft sensor on a 1999 ford escort is on the intake side of the engine just below the intake manifold. The intake manifold has to come off to take the CS sensor off.
