Check the float by pining the wiring at the tank the gauge will go to full if not the wiring or gauge may be defective

Replace the empty toner cartridge.
You've got to drop the tank and replace the float that's the part that tells the light when its full or empty....if that doesn't work then replace the gauge sending unit...if that isn't it then check if the light is what is bad replace the light...if that doesn't work then i don't know !!!

Your gas might have water in it. Drain it, then run the mower until it is completely empty. Also check the gas line and replace if necessary. Check the plug and wipe clean, and you should have proper operation.

Does it ever go up? If it never shows levels above 1/2 tank, then most likely it is a bad sending unit. So either 1) replace the pump assembly, or... 2) learn to accept it as is. I'd probably settle for option 2 as long as the gauge is accurate at the "bottom" of the range - I like to know when I'm about empty more than full. ;)
