Does it ever go up? If it never shows levels above 1/2 tank, then most likely it is a bad sending unit.

So either 1) replace the pump assembly, or... 2) learn to accept it as is. I'd probably settle for option 2 as long as the gauge is accurate at the "bottom" of the range - I like to know when I'm about empty more than full. ;)
