Either one, shut the water off. To replace the valve, disconnect the supply line under the tank where it meets the tank. There is a nut on the bottom of the tank that hold the fill valve on. Take the nut off and the valve lifts out. Get all of the water out of the tank first.
There are a couple of different styles of valves, but they are basically the same. One has a cap on top of the valve and the other one doesn't. The cap pops off and the piece under it twists and comes out. Where the arm from the float attaches. Hold the body of the valve and twist the top piece 1/8th of a turn counter clockwise. It will lift straight up and the seal is under it. About the size of a quarter, black with a small rod in the middle. Lift it out, replace it and reassemble.
