If it doesn't have a release handle, you step down on the parking brake pedal one more time to release it.
Start by looking over the mechanism for the Pacifica parking brake. Make sure that the parts operate freely and the ratchet is working. If the unit is not simply stuck, then it will have to be replaced as a whole assembly.
I have had the same problem. I simply removed the broken plastic handle which left the cable with a metal hook end exposed which you can pull directly toward the rear of the car. It is a little uncomfortable and works better with gloves. I am looking for a replacement online, but haven't found one yet

It's probably a problem with the ABS. New Response: It may be as simple as your parking brake cable in need of adjustment. To check...pull out the release handle while pulling upward on the parking brake pedal. If the light goes out... voila. Adjust the cable..
On the newer vehicles, you push the parking brake down to release the parking brake. Older vehicles have a release handle on the lower left side of the dashboard.
