This is very easy if you are mechanically inclined you will need a steering wheel puller. You will need to pull the cover off the steering column by removing four phillip screws under the column and the dash cover under the column by removing 3 9/32 screws. You'll need a 10mm socket to remove the air bag it has 4 nuts that hold it on the back side of the steering wheel next you'll unplug the air bag and horn then remove the 16mm nut holding the steering wheel then use the puller to remove the steering wheel. You'll see 3 screws on a black disk that's the clock spring. remove the screws and unplug the wires connectors under the dash. pull the wires and clock spring up through the top of the column. to install just reverse the process.

Please make sure you disconnect the battery and wait at least 30 minutes to an hour or more. You see, the air bag circuit ( called SRS in Ford manual) has backup power in the form of charged capacitors, it takes about 20 minutes to discharge once battery is disconnected. If you don't take this step before clock spring replacement there is a chance of air bag deploying while you are removing it from steering wheel.
