You have to remove the instrument cluster to service the light bulbs.
I have an 87 Aero Coupe and my 3rd brake light bulb is in my truck. I think yours would be the same too.
1187 bulb
Look on the side of the bulb that is now installed.

There are several torx head screws around the rim of the lens. If it just one of the bulbs that needs changed and the screw heads are stripped, you can get to the bulbs by reaching under the tail fin and into the back of the light.

To replace the headlight assembly on the 90 Caprice, you may need to remove the grille. You will need a quality Torx(r) screwdriver. Once the headlight assembly is out of the vehicle, the bulbs can be removed. The bulbs turn about 75 degrees counter clockwise. If the vehicle has Halogen bulbs, be careful not to touch the glass tubes with your bare fingers as the oils from your fingers can cause the bulbs to fail.
There are several bulbs for dash illumination. They are attached to the backside of the dash cluster. The best way to access the bulbs would be to remove the dash cluster.
