The oil filter is at the lower front of the engine. Facing the radiator and just under some hoses. Accessible from top or bottom.

The answer is 18 - consider that a division sum is always a fraction in the form x over y. x/55 is equal to 18/55 - simply replace the 18 for an x, and then replace back.

you may have a bad front wheel bearing hub assembly. 55 dollars for aftermarket. e z to replace. check brake fluid level too.
I would go and get the tires balanced, FIRST. You could have front end parts worn too. Check and replace as needed.
