Use wide blade screwdriver, or preferably plastic or nylon wedge, to pop very top of center console off. Should be 7 trim screws holding base of console on. 2 are under "false bottom" of storage box. Pull the emergency brake lever up if not already lifted. Lift console up enough to track small red wire to bottom of shifter and lightly twist bulb socket out. Be careful not to let bulb fall out of the socket. Probably won't get it back without removing seat.

Assuming it is the same as a '99 Galant: you go into the trunk and unscrew the three plastic caps that are holding the fabric-covered partition on on the side of the tail light that needs the new bulb. Then, undo the nuts holding the bolts on. There is a plastic-covered bolt there - push on that and it pushes the entire tail light assembly out. Then, undo the bulb holder and replace the bulb.
