you need to remove the top engine mount
The fan is controlled by the same computer that regulates the engine. It is usually called the Electronic Control Module. When the ECM is malfunctioning it sometimes will run the fan continuously.
There is a resistor pack operated by the fan switch. It has failed. You need to replace it.

Remove the bolts, remove offending fan and replace with new one
The blower rheostat on a 93 Pontiac Grand Am is located inside the engine bay, just to the right of the blower fan housing. It is almost directly behind the trans dipstick. It isn't that hard to replace.
These fans work off of heat sensors. Your sensor can be failing, replace this sensor. This still does not tell where the sensor is located.
The 1996 Pontiac Grand Prix cooling fan sensor is located on the front of the engine. The fan sensor can be found just above the thermostat.
