I believe in the 93 the switch is built into the wiper arm. The actual switch is inside the steering column. The steering wheel must come off, and part of the colum itself. this is a difficult job. A much simpler way is to mount a new toggle switch inside the vehicle and run the wires back to the pump. Cut the existing wires and splice the new one in to activate the pump from the new switch.

You do not fix it you just replace it.

The washer pump may have gone bad. Connect a test light across the two wires at the pump. Press the wash button. If the light illuminates, replace the pump.
Jeep does not use inertia/reset switches.
