you must have a pulley that has a bad bearing i would take and spin each pulley with the belt off and see what one dose not spin freely and replace
the bolt comes out with the oposite lefty tighty and righty loossey. over righty tighty and lefty loosey
Begin by removing the serpentine belt from your Oldsmobile Cutlass. Remove the tensioner pulley retaining bolt. The retaining bolt will be in the center of the pulley. Reverse the process to install your new belt tensioner.
Lossen the serpentine belt. Then remove the power stering pump pulley. Drain the fluid, at the rack would most likely work better. then pull all of the mounting bolts.
Begin by loosening the tensioner pulley on your 1999 Oldsmobile Cutlass. Put your serpentine belt around the pulleys. Tighten the serpentine belt with the tensioner pulley.

I had trouble with my AC Compressor there is a pulley called an AC bypass pulley for the make of your car... just ask your Automotive Parts dealers they should help you.. I had to phone a few before I found one that knew what I was talking about. Also on eBay you can look it up.
The tension pulley should have a bolt that holds it on, allowing you to replace the unit.
