This is not an easy job to perform. Most places will tell you they have to pull the engine out to get to it, you don't. The car needs to be at least 2 feet off the ground to access it. You'll have to take off the oil pan so you can see it. Once you've located it you'll find 2 bolts holding it in place. Remove them then prepare to put the new one in. You may want to wet the new gasket/seal with old motor oil then bolt it back in. As far as the specifications for tightening the bolt you'll have to look it up in a Haynes or Chilton Manual. It's sort of an easy thing to do once you've done it once. It'll probably take you about 2 to 3 hours if you haven't done it before. You may be better off taking ti to a mechanic other than the dealer.
You must remove the fuel tank in order to replace the fuel pump.

On a 1990 Mercury Sable : The ELECTRIC fuel pump is INSIDE the fuel tank ( it is installed through an access hole in the top of the fuel tank )
