Those have manual belt tensioners, so you'll need to locate those. They a responsible for keeping the belt(s) tight. It may be necessary or a lot easier to remove the tire and inner fender to gain access to belts. There is going to be a threaded shaft with a bolt head. before turning that you will need to loosen the locking nut, this is usually the pulley bolt of one of your belt driven appliances. don't remove the locking nut( sometimes bolt) from the pulley completely, just break it free. Now turn the adjuster (tension bolt) until you can see the belt loosening. take care not to damage these bolts, use penetrating oil (wd40, PB Blaster). Installation is opposite of removal. It is recommended that you do all of your belts at the same time. I think you have three. Good luck!

The 1997 Honda Civic DX did originally come with power steering although you could also purchase models that were stripped down versions. These did not include power steering, power windows, or power seats.
Before changing the power steering pump on a 2001 Honda Civic drain all the fluid in the system. The pump is located in the front of the engine. Remove the belt first than the pump. Unplug all hoses that travel to it and replace the unit. Once replaced flush the power steering system.
The adjusting pulley for the power steering is found on the side of the engine under the power steering pump. Loosen the bolt that keeps it tight and the belt will have some slack to slide off the pulley.
