A new handle will cost you ~$70 at a Toyota dealer, but it's still much cheaper than paying that same dealer ~$400 to do it for you.
mine is a 2WD model, but if it's the same, have a look on passenger side access panel immediately inside rear hatch.
You can get a diagram for your 2000 Dodge Caravan rear door hatch handle and most Dodge dealerships. Your local library will have Dodge service manuals with the diagram.
........it is on the driver side at the the very back, just behind the 3rd. row seats. You will see a "hatch" on the sidewall......driver side.
Tail lights are replaced by removing the entire rear plasic cover to the back hatch.
Open hatch and remove strap and handle. Remove rear panel attached to hatch by popping off of hatch. Be careful because the clips are not strong. Use bulb 921 @ 18W.
Our mechanic had to climb through the inside of the car, into the trunk area and open it by removing the hatch cover. That's the only way he could replace the latch.
Yes, it is the handle on the outside of the hatch.
