I recently did this for my '89 Caprice Classic, so it'll probably work on the '85.
First, locate the bulb number off the car manual index and buy a replacement.
Next, open trunk and see the 3-4 screws above the light. Unscrew them. Pull out whole RIGHT lighting panel. The left wire is the back-up light, the other 3 are the turn/brake lights. Turn the wiring section until it comes out on each of the 3. Find the burnt out bulb and turn it so it comes out of the socket. Then replace the bulb, making sure you turn the bulb until it is firmly in the socket. Replace the socket/wiring back into the panel and return the panel to the back of the car, making sure to line up the holes and screws. Replace screws. That should do it.
In most cases you will need to replace the turn signal switch on the steering wheel for your 1983 Chevy Caprice Classic rather than fixing it. To replace it, remove the horn pad and then use a steering wheel puller and compressor to remove the steering column. You will then remove the signal along with the wiring harness and bus fuses. Replace the signal and wiring and then replace the steering column itself.
If the lights come on but do not flash replace the flasher relay.
Just above the brake pedal where the capet meets the firewall. There will be 2... 1 for the Hazards and one for the turn signal.

The turn signals on a 91 caprice do not work, the emergency flashers do.
pull up on the turn signal lever,check the bright lights relay,check the bulbs & wiring. etc,etc,etc
Replace the turn signal flasher. I think on that model it is under the dash on or near the column.
tps will be located other side ofthrotle to accel cable check for clean connection at tps plug replace tps unless you can test unit dave.cop
It is in the wiring to the left of the steering column under the dash. In the fuse box located to the left of your brake pedal on the firewall. There should be two flashers, one is your signal, the other is your four way. flashers
The flasher module may be bad try replacing that first. If that is not bad replace the turn signal cam in steering column. the toggle switch would be very hard to do.

If you remove the headlight assembly you will have access to the turn signal bulb.
For the bulb and light in the bumper, lie on your back and reach up behind the light. All you turn the bulb assembly any which way it turns, then pull it straight out. Reverse back when putting it back in. For the signal light on the front corner, you need to remove the translucent flattish cover which is secured by two screws at the top. Factory screws require a "Tork" screwdriver (T-15 size) with a six-pointed star at the tip.

To replace a turn signal on a 1994 Jeep Grand Cherokee prop the hood open. Locate the headlight housing and the turn signal will be located next to it. Find the bulb and remove it from the housing. Replace the bulb.
You could have a bulb out or the blinker switch is bad. It should be a thermal switch located above the pedals if it's not a bulb.
